Not sure if these are any good but people on UC might want to investigate

Universal Credit recipients may be able to save around £180 per year by switching to broadband and phone social tariffs.

These tariffs are delivered in the same way as normal packages but at a lower price.

The cheaper broadband and phone packages may be available to people claiming Pension Credit and some other benefits, as well as Universal Credit, and providers may call them “essential” or “basic” broadband packages.

Current prices range from £10 to £20 – significantly cheaper than regular packages.

it would be better if they gave the service for free, but yes, it better than nothing

Same could be said for water, and water actually is essential.

there are loads of services that could be seen as essential these days that should be available for free to those that cant afford them

Internet isn't essential by any stretch, certainly compared to water.

it's essential if you need it to survive, and someone housebound is at a disadvantage if they dont have it
