[The cost prompted a decision
last month to begin turning off more
than half of Cornwall's 56,000 lights
between midnight and 05:00 GMT.
Councillors heard that as well as the expense,
the lights currently produce a third
of the council's total emissions]
[Cornwall street lighting costs to soar by £1.3m]

What about people who are driving at night? They won't see anything

It’s a dreadful idea .. they do this for part of the way when we come home from Scarborough to Manchester..
It’s so dark that many have a their brightest full beam headlight settings which are blinding coming towards you

I've seen this done other places - they don't turn off half of them leaving big dark chunks, they usually stagger them (one on, one off) or turn off the ones on one side of the road and leave the other side on, etc, so there is still some street light.

Since we moved I have noticed the streets are much darker, the street lights are set much further apart and people use torches  I love the lack of light pollution, reminds me of home

Yeah they're darker in general with the replacement of all the old "yellow-toned" streetlights with the white low-energy low-light pollution LED style ones. I was thinking the other day that when driving in the countryside at night you don't see that "orange glow" in the sky when approaching towns these days.
