They need to have psych evaluation tests before allowing regular civilians to have a gun.

At 17, I'm gonna guess (hope!) he got the guns in a nefarious manner.
But then, part of whatever the process is for getting a gun, part of the exclusion criteria should be "would you give a gun to a mentally unstable and/or radicalised child" ...
Bullied relentlessly at school.
