I don't understand how when Macron was PM he was the face of the government whilst Hollande took a back seat as president
And then Macron becomes president but continues to seemly be the face of the government whilst the PMs always take a back seat.

I think it depends on the popularity and charisma of those in the roles.

Putin has been both PM and President, but he's always "The Face."
