One could assume that Reform-voting wards don't want the migrants in their area, so by (being seen as/) trying to resolve the issue gives the appearance of "doing what they were voted in for."
Their "attempts" being blocked would just turn people agin the government, possibly growing support for the local Reformites.

Take them to an area where the councils are raking in the cash by taking illegals and housing them in front of people who've been waiting for a property for yeeeeears...
