Well his government removed ticket inspection being done by cuts.

Hasn't fare dodging been a thing for decades however.
I'm sure he had security with him but really, he was taking risks there.

How many did he actually find in total out of all those travelling on it though who actually were fare dodging?

There were 8 Ticket Enforcement Officers,
He managed to take one fare dodger to some of them.

there will always be fare dodgers. You spend more and more money to catch less and less people. It's simple economics not to go after the bottom of the barrel

People are always gonna fare dodge on trains regardless of whether the stations have barriers or not too. It sounds bad but it’s kinda easy to do. For example a good amount of DLR stations don’t even have barriers. I used to travel to East London all the time for work and I can’t count the amount of times I see people just walking on the DLR trains and not paying.
