Because Russia is a huge continental land-mass with countless international land borders, and the UK is a small island.

In short; all of our cables have to go under the sea because we are surrounded by the sea. Russia is not surrounded by the sea.

the russians have been cutting cables around all the islands in europe for at least the last decade
