Help needed, cannot figure out the ending of Terrifer 2016?

So I watched this film today and was following it all the way up to the ending but then.:shrug:

SPOILER!!!!!!!!!!!!!!!!!!!!!

There were two bodies in the morgue at the end of the film, the clown and a woman who had her face eaten off. A lot of people said that was the girl who was run over by the truck by the clown. If so, and she is also the disfigured woman in the wheelchair at the very ending, then why was she in the morgue, DEAD?

I am utterly baffled.:shrug:

I've just had a delayed thought.

Maybe the crazy woman holding the plastic baby, maybe it was her face. But in the screenshot I made, the eyebrows are different.

Nope. Because Tara's sister Victoria was in the wheelchair at the end. She wouldn't be in the morgue with the clown.

I've looked at the screenshot again and I believe it's the bald headed janitor because there is no hair. But this person has WOMAN'S carefully shaped eyebrows. Weird.
