Do they still make soap on a rope?
It is time I started considering Christmas presents for my younger sister's children.

Yes they do but not the original soap on a rope from years ago. Try the M&S website for starters.
M & S - Simpsons Soad on a Rope (http://www.marksandspencer.com/gp/product/B000VYR594/203-5092040-3591941?ie=UTF8&mnSBrand=core&extid=b_msf)
and there are other on-lines stores such as this one that sell it.
Slapiton - Soap on a Rope (http://www.slapiton.tv/acatalog/musgo_real_soap_rope.html)

When I can i will see if the M&S store in Newcastle stocks them
Slapiton seems quite expensive at £9.00 a pop
I might also try Lush

I noticed that. A good place to see soaps is at Haworth Apothecary (http://www.rose-apothecary.co.uk/HaworthShop.html)
