How can Big Brother save the people they want to keep?

Big Bros famous for taking measures to stop troublemakers getting evicted and with one or two obvious troublemakers already on the show, how can they be protected from getting voted out? Surely they have to have a proper vote next week?

Last year it was Charley. We had fake week for example where they took her out and put her back in.

I reckon the plan is to pull her out now, cite some crappy reason which can be overturned, then bring her back when the ratings need a shot in the arm.
