Background help

Hey I've been wondering how to do this for a while now.

Does anyone know how the make a background effect like in this banner:

Like, the scratches? It's just a scratch texture set to screen =)

yeh the scratches, I use Paint Shop Pro 7, I dont think it has a scratch texture o.o
