I think Nicole is more sad, atleast a Goldfish was actually living.

Both are equally trivial and silly or desperate and touching enough to cry over and to what extent.

Nicole, was desperate and bored and is clearly a girl eager to show her "high maitenance" look, her tears were in frustration and a little anger.
Rachel is also suffering she is up for eviction, she could be parted from a real friend in Kat, she has been through a real hard battle to overcome some slight bullying, so this could all help her go over the edge over the fish, people do get close to these pets.

My view is it depends on your like or dislike for those involved, if you can see more negatives or positives then your view will change.
My feeling is both have probably showed tears where normally they would have just coped.

tbh crying over a goldfish is more sad!

some people are actually high maintainance! so shes probably not used without having her girl stuff!
