Sampson allowed to appear but not Eoghan?

How come George Sampson is allowed to appear on Xtra factor, who is 14, yet Eoghan, who is 16, is not allowed because he is "too young"? :conf2:

Because they are only allowed on TV for a certain ammount of time so he can't, whereas George hadn't already done the live show
