Why on MP3's/iPlayers say it holds say 8gb, then actually only hold 7.01gb?

It says my iPod's capacity is 7.01gb, and thats before anything was even on it!

I think because it needs to hold the firmware/graphics etc.
But I think that it is false advertising when they say it is a certain capacity, when it is in fact less.

I have a 1GB iPod Shuffle and I got the full 1GB.

Well then it should be rounded down to 7GB, or they should make it so its actually 8.7GB, so you can store 8GB.
