Maybe 12, and put three into a secret room. Maybe in a room where the people staying in the secret room can see into the house but the house cannot see them, maybe some type of window.

3 enter two days later

2 "celebrity" housemates move in at the end of week 3

6 housemates move into the "House Next Door"

6 more move into the "House Over the Road"

every single housemate's boyfriend/girlfriend enters the house at some point.

That should give us about 70 housemates haha

Take it back to 12 with no latecomers, except for replacements if a Housemate walks. Keep it simple:spin2:

I think 12 is a good number to start with (any more than that at the launch can get confusing). Then have 3 more go in after the 2nd eviction, and that would be it (15 HMs) unless people walk or get kicked out.
