Well, making fun of people's accents could be done by racists. But mostly it's a cruel way of picking on people's weak spots - quite similar to when Sree brought up Freddie's dyslexia in an argument.

It may not be Marcus's finest moment - but I haven't seen any indication that he should be racist in any way.
