How do you put a texture on?

Hiya Guys. I think I am doing Textures wrong :| Can someone tell me how to put a texture on your graphic. I have the texture but need to know how to put it on. I have made it very transparent, but it doesn't looks as good as everyone elses? Is there another way?

Usually, you would make the layer "lighten", that's on PaintshopPro and probably similar to PhotoShop.

Yea, use lighten or darken or something :)
