They must say

Noirin and Halfwit are up for eviction meaning that the new Hm's have passed the Task

or

Marcus and lisa are up for eviction meaning the news Hm's have failed the task to get Halfwit and Noirin nommed by fellow HM's and are up for Eviction on Friday

If they don't say that the new Hm's were doing a task then it won't lead to fights, backstabbing, twists and turns.

They musat say it to make BB10 reach another level

You are stating the obvious.
If the newbies fail (which they will) the old HMs would be astonished to hear that the newbies were up, especially since they had been told that they couldn't nominate them.
