I apologise in advance if this is a repeat topic already posted. I have not seen one.
Apparently some of those HMs who said that they were not going to nominate actually did nominate and the reason they are up for eviction (all apart from Lisa and Rodrigo) is because they discussed nominations. And, as it turns out, Lisa and Charlie received the most nominations.
What another lucky escape for Lisa, she must be holding on to that horseshoe very tightly.

Aren't Lisa and Rodrigo the only two to have nominated... so assuming Rodrigo nominated Lisa and Charlie and Lisa nominated Charlie... there should still be someone esle with a nomination. Lisa couldn't have nominated herself.

They all nominated (not the newbies), but then BB voided their nominations because most of the house had discussed noms.

The task meant that either the five new housemates or the nominated housemates would be up. As the five newbies failed their task, they went up instead of the nominated housemates. That's why Lisa and Charlie weren't put up. Then in addition to those five, the people who discussed nominations (including Charlie) went up as well as a punishment.
No one had their nominations voided as a punishment. The punishment was simply being put up. The reason the people who got the most nominations weren't put up was because of the task - it was either the five newbies *or* the nominees.

So is discussing whether or not to Nominate considered "Discussing Nominations?"
I mean, they can say things like "Today is Nomination Day," and that's not a problem.
Or did some of them talk about who would be up or who would go???

Well... its been stated that Charlie and Lisa got the most nominations and would have been up for the chop had there not been the twist or the housemates refusing to nominate.
But we know that only Rodrigo and Lisa nominated. So that leaves four nominations between the two of them. Assuming Charlie got a nomination from both Rodrigo and Lisa, and Rodrigo used his other nomination to nominate Lisa.. that leaves Lisa's second nomination unclarified.
Surely it can't be just Lisa and Charlie who got the most nominations. There has to be a third person involved. The numbers dont add up right.

Correct.
It was Newbies vs Halfwit/Noirin in terms of being put up.
The punished HMs are a side issue to the above.

LOL you've got this all wrong.
The originals did end up nominating, see the other thread.
Lisa and Charlie were NEVER going to be up for eviction this week.
Because it was newbies vs Halfwit/Noirin.
The extra 6 people up for eviction is due to breaking rules.
