O/T How does Karma work?

I know this is O/T so please dont be annoyed but how does Karma work i see some belter comments but it doesnt seem to allow me to give Karma. :shrug:

You have to have 100 posts before you can edit a users karma.

You can only give one +or- karma every three hours! Its to stop multiple + or - and pissing everyone off!
