how much is the bounty for killing a normal person ahh this confuses me

do you just have to pay the 1000 gold? and what about everytime that night bitch or whatever she is called asks you to kill someone do you have to pay 1000 gold everytime?

i killed somebody before so i could join the dark brotherhood but when i killed the guy in that inn place thing the guards somehow knew and tried to arrest me and the bounty was like 1000 gold so i loaded an early save i dun wanna be in that anymore

nobody was in the room with me when i killed him and the eye thingy was dull so why did i get arrested
