I did it with paint.net in the end, it uses a similar format with the layers but was much easier, and you could move around / resize the hat too

So when you're adding the santa hat I assume you have to go and find a pic of one yourself (preferably with a transparent background?). Picmonkey was so easy for adding a hat and now it only works for people who pay
