What do these sentence fragments even mean?

Why would they need to "threaten" anyone? I doubt the NHS would be a make-or-break thing for any and all deals. Trump wouldn't burn bridges with the UK over that one point.

Would you expect him to say "we would have made trade deals with the UK, but without the NHS being on the table, we don't want your deal" ?
