Andy, near the town of Bravil there is one small island, go there and you will find the door to the Shivering Isles.. Plus its on your paper map in yeh case if bought the black cover game.

The Shivering Isles should be open, if not then try again when your level is better.

The Shivering Isles is a strange world.. But you must do small quests in The Fringes (gateway area to the Isles) before you kill the gatekeeper, he is huge! No sword can kill the vile beast but you will find a way.
