I think both must be running quite low on manpower and weapons and are not able to make any significant gains right now

it's all about misinformation. The russians leaked that they would attack from Belarus, to try and split the ukranian forces. Similarly, the russians will be concentrating on shoring up defensive positions when that may not be the form any attack takes
