Was he all alone in the room at the time? Because if he wasn’t then that would be why he was wearing a mask. Or that it’s law to wear masks inside federal buildings.

The plan is a good one, the US is desperately behind other comparable countries in terms of social aid and worker rights and that ultimately needs to change. It's an ambitious plan, and it will get voted down, but hopefully it shines a lot on those who voted it down in both parties.

He's offered the branch, we can't blame him for republicans turning it down to make him look bad.

We should however, criticise him for the fact that Trump's human rights abusing border facilities are still in effect and that they're continuing to drone strike the middle east.
