Because the large majority of people on BBUK and even moreso on CBB do not care about nominations and find nominating difficult anyway. It is not BBUS, that part of the show is not encouraged as it should be, it's seen as a difficult and undesirable process by the majority of housemates. Allowing them not to nominate means they don't have to partake in something they don't want to anyway and discounting someone's noms means their noms had no affect on the overall result so they can argue they were never to blame for someone being up or leaving. It is not as good a punishment as it could be.

If someone is discussing noms then I would say they are interested in nominating.
