Actually that is because the Tories had to spend all their time and efforts cleaning up all the damage and mess Labour had left behind.

And of course Labour did lots to bring in proportional representation for election to Westminster and subsequent government.

Lets face it it suits the two major parties to continue with the first past the post system we use. While we continue to allow them to toss running the country between themselves things will never change.

I wonder just how many manifesto promises over the last 30 years or so either party has really delivered on.
