As far as I'm aware infraction is only used to mean penalty in some US states and it usually refers to parking offenses.

Where do you get the impression I did? I just saw the suggestion forum and thought I'd suggest changing the word used, because, to most people, infraction means a minor legal wrong doing.

You are right, however as the meaning becomes better know, the dictionary will be updated.
