So basically the ratings do matter for this series, people may think because BB is axed that they don't matter but thats not how other brodcasters will look at it when they consider buying Big Brother.

1. The producers have a series plan, they know what is going to happen (see PEJ's comments on DS) They will do their best, as its the last series, if there is 1million viewers or 10million viewers. Viewing figures aren't going to change what the producers do. And to say the producers didn't introduce any twist in BB10 because there was fewer viewers is laughable.
2. BB wont get picked up by another channel. Every serious candidate (ITV, Five, Sky) have ruled themselves out.
So basically ratings don't really matter. The only thing they will determine is how C4 will schedule the show.
