Tell her it was the kid but also explain their situation... the more people that know about it and can vouch for the domestic violence the better.

Give the old lady some money to get help with the garden or to buy new plants, and I'd speak with Joe to tell him he did wrong and warn him that if he did it again then I'd go the police/talk to parents.
