I think most of my favourites have been mentioned already.

I remember liking the shows Ulysses 31 and The Mysterious Cities of Gold. But those aren't characters.

Does Tin Tin count? That was a cartoon but better as a comic book. Asterix also - don't think there was a TV version.

There was, asterix and obelix it was called, like you say not as good of the books though.

I'll count those, I actually quite liked the cartoon version of Tin Tin.
