At the end of the day, Helen hasn't exactly been nasty to Chloe, and she's been quite nice to her. Chloe has judged her based on how she has been with her.

Don't we all do the same?
When I meet someone, I judge them on how they have been with me. If they have been nice to me, I will be nice back and a have a positive opinion of them. If they haven't been nice to me, and have treated me nastily, I will have a negative opinion.

If Helen has treated Chloe nicely, then why should Chloe hold something against her. At the end of the day, it's just mutual respect.

They have nothing in common. Chloe is a useless, boring, housemate. Helen provided entertainment.

I think (in her less than bountiful brain!) she thinks that by latching herself onto Helen she will pick up all the votes from the people who voted for Helen to win last year whereas those who she probably considers her direct competition (Danny & maybe Nick) were clearly not fans of Helen so she will have the numbers to win.
It wouldn't surprise me (sadly!) if she wins anyway because (as we blatantly saw last year!) the people who vote for the BB winner aren't the brightest bunch and fall for absolutely anything when choosing their winner.
