What if you don't report him? Well since he's your friend it's not really even something you should be considering imo. It's up to him at the end of the day to make his own mistakes, it's not really any of your business.

If she is underage, you can do what you will with the evidence. By the sounds of it though, there's clearly some underlying issues that you have with this guy and you're going to fall flat on your face attempting to get him into a lot of trouble if he's innocent.
