Not necessarily. People often vote for the 'lesser of the evils' when it comes to final 2, or even who they relate to more, who is the nicest, who is the victim, anti-other housemate etc, the list goes on. Whether they are the most entertaining or not is irrelevant to many people, especially casual viewers and that's where most of the votes come from.
