But for a Labour council to victimise these people, to prosecute them and fine them, as if you could get blood out of a stone, actually shocked me. I may have expected it from the Tories, but a Labour council? So they can't afford to house people because of the cuts (and, of course, because social housing is being sold off and not replaced).
