One time I saw a pigeon sit on a lamp post in the day, and it lit up. It was like the best day ever.

Must be a council decision, ours cut them all off pretty early too... no idea of the specific time though. Seems about 1am.

They follow the sunset/sunrise schedule here
Some councils do switch them off in the early hours to stop light pollution (save money) because it interferes with star watchers etc. |
