Well imo party behaviour is party behaviour. . And sleaze is any immoral, deviant, sordid or unsavory behaviours like procuring underage girls for sex.

I just draw the distinction at immoral being subjective to a person's standards and the line being illegal behaviour.

I would say the term sleaze encompasses illegal behaviour as judged by my standards. I can only comment from my own perspective.
