Oh **** this is messed up. I wonder what happened. Maybe he was arresting her for breaking the rules and she struggling and now he’s trying to cover it up.

It might have just been an arrest gone wrong.

my experience is that there are just as many criminals in the police force as are in the general public, so it seems logical to me that they have their fair share of murderers

The facts known right now are that he is a police officer and she was breaking the law.
There is a connection between those two points from a high level perspective.
This is all we know.
As more information comes out then we can start assuming its rape/murder as some people here have already jumped to.
