As utterly horrendous as it is, there's clearly more to this story, as a normal situation simply wouldn't allow for it to happen (a child and mother going unseen for a whole week without anyone querying it). Sounds like failures across the board to me. Failure in support structure, failure to identify that something was clearly going very wrong with the mother and step in.

I imagine there will have been investigations etc. but they don't report on that side of it.

In that case I reckon someone got in deep **** for this (professionally). It simply should never have been allowed to happen.

of her and her accommodation

…there is a full review/report still being carried out by a safeguarding team and it will be published for public viewing when it’s complete…it’s something that I’d be really interested in and I’m going to look out for …

A massive inquiry will ensue where someone in social services will be hung out to dry. Meanwhile the "mother", out in four years. If it was up to me I'd make sure she was spayed like a dog before she's allowed to mix with normal humans.
