If you go to certain areas vaccinations for Cholera and Hep B and other diseases are mandatory, that is why schools tend to stick to places in Europe that don't require vaccination or go to the States...

It's also looking like vaccinating under-12's at all is a no-no with this data, high fever in young children carries far too many risks with a figure that high.

To be fair it's 10 in 10000 "life threatening condition" which doesn't mean 10/10k death. My immediate assumption is brain swelling though which carries other risks besides death (permanent disability).
