They can't afford to keep sufficient personnel on salary in order to cope with every eventuality. Consequently they keep people on a retainer and use them on an "as and when" basis.

For example, they will use local knowledge when taking a risk assesment of a particular area. They don't just sit at a map and make a "best guess" scenario. It really isn't like "The Professionals" you obviously watch on TV! Ask the real Kenny he would at least remember some of our chats.

I can recommend you do some homework before making posts on a subject you know next to nothing about.
