You could do both.

Like give your personal opinion on the song.
But then say if you think the public would like it and vote for it (as in popularity)

GyspyGoth-I obviously adore this song,primarily cos Gary Barlow co-wrote it but whatever,it's still amazing. Great choice,not as popular as some songs but a gorg song.
Jords-Been around for forever but hasn't got old yet. And I don't know anyone who doesn't like it so good choice.
