Hmm I wonder if she actually died. This article might fit the video because you see her falling past a tree and it says she survived.

Disciplined Tokyo girl, 4, falls from eighth-floor balcony, has lucky brake
Kyodo News
A 4-year-old girl survived a 21-meter fall from an eighth-floor balcony in the Tokyo suburb of Kokubunji on Thursday night, suffering only a slight injury when her jaw scraped a tree branch, which may have cushioned her fall, police said Friday.

Her 30-year-old mother had scolded the child and put her out on the balcony of their condo, but two or three minutes later, she noticed that her daughter was missing at around 7:20 p.m.

The mother then spotted her daughter crying and walking below on the ground, and quickly called the police, police officials said.

The 4-year-old said she had fallen from the balcony after climbing the 1.2-meter-high railings, the police said.

A broken branch from a 2-meter-tall tree was found nearby.
