If it happened exactly as she said, there isn't even an issue, though those who dislike Bear will obviously make it into one. Yes her contact lense got stuck, hence medic. But squirting water at someone does not an aggressive act make...

...to be fair though, Vicky...it's been a two way thing with the Bears and the non Bears and always is in the silly season when all objectivity goes when it comes to favourite and least favourite housemates...

Yes it's a stupid prank but it's an accident, he didn't intend to hurt anyone, and probably had no idea she was wearing contact lesnes. All that's required in a situation like that is an explanation of why it's a bad idea / dangerous... you don't punish people for a mistake as if they intended it.

..this is the crux of it though for me..I don't think there was any intention to cause her discomfort or have medic attention but it's the sort of thing without any thought that someone much younger would do and the potential danger of a few of his 'pranks and lols'..like the oil on the floor was...I mean, we all know that you don't mess with the eyes by squirting anything in at such close range of asking her to put her eye right up to and the added thing of her wearing contacts...which he would know that she did because they've shared a house for 4 weeks or whatever...just no thought at all and no adult mindset...
...anyways, she's fine I presume and no matter what 'pranks' he has in store or does, he's going to win..that was fairly much decreed from the off....
