Except with PoV, it's the HoH who replaces the nominee.

No, just you choose not to do it. When the POV winner is announced they will have pleanty of time to think of strategies with what to do with it.

They could keep nominations same, take a nominee of the block and save themselves from getting put if they choose to use it.

If I don't recieve and eviction vote from any of the houseguests with a warning then they will be replaced.
