There's not one thing or another.
A prude is not just someone who doesn't watch porn. It's someone who judges things like porn without having a full understanding, nor allowing others to have a positive opinion of it.
Simply saying "I don't like porn" - doesn't make you a prude, but saying:
"I don't like porn, you're all sick" - makes you a prude because you can't accept others like it.

But surely mens health magazines should go top shelf too? They show a mans chest, like Zoo etc shows a females.

And what about female health magazines. There's always adverts for breast enlargements, we'd have to top shelf both of these examples.

Outlawing something makes people want it more, saying to someone "you can't look at porn" will make them ask their mates etc, and they'll be exposed to more of it.
We can't be too over-protective.
