But they're not doing this with the sole intention of "making Ryan win"

They've done this for the last few series. It's not a new thing. All the housemates come back for a day just before the final.

You're missing the point. They're sending ex-housemates in to say something that will LEAD to Ryan winning. Mentioning the Roxanne thing a week after she's left is such an obvious manufactured pushing for him to win by reminding viewers 'hey, this non-entity housemate was relevant for three days, feel sorry for him again'
