I was thinking that initially but the only spaniels I’ve had any time with were hyper / scatty and had no idea about their surroundings . I’m wondering if it just carried on running and sniffing around the area .

It’s bad but they train for it, unlike my dad who found a young woman in the woods who had been murdered and sat on fire.

there are 2 aspects to this. 1. We are still assuming the police are half way competent, and we know that's not true and 2) She is "only" a missing person at the moment, so that dictates police action

I think the likelihood is she was distracted by the teams call and the dog went into the water and she fell in trying to get him out
