I believe the producers were waiting for the correct time to begin the twist; the resulting time was when the show was suffering from Luke and Rebecca's exits and ratings began to lag.

I do not have a direct answer to that however I would GUESS that Nicole was willing to co-operate and producers were desperate to add some friction to the house dynamics in a time when the house was suffering from near-complete lack of entertainment

If she's evicted a twisk involving her cannot occur - because she's not in the house. It really is as simple as that, I don't know how else to put it. If she stays then the twist will most DEFINATELY happen, this is an absolute promise.
